Commodity specific 7.5% variance

There are certain times of the year with certain commodities that various weight limits are given an extra 7.5% weight on gross and axle weights. This is never allowed on interstate roads nor reduced roads and/or bridges. Depending on the commodity, February and March are also restricted months.
